Planned development districts are designed to encourage innovative and creative design
of residential, commercial, and industrial development with an improved level of amenities,
appropriate and harmonious to the development; facilitate use of the most advantageous
construction techniques; and maximize the conservation and efficient use of open space
and natural features. These districts are designed to further the purposes and provisions
of the comprehensive plan and to conserve public fiscal resources, efficiently utilize
public facilities and resources, provide a broad range of housing and economic opportunities
