Principle vehicular access for the general public shall be only from arterial and
collector streets. Access points shall be designed to minimize traffic hazard and
congestion. Vehicular access through residential neighborhoods shall be prohibited.
Pedestrian access may be provided at any suitable location within the district but
shall, as a general rule, be separated from vehicular access points in order to reduce
congestion, points of conflict and hazards.
B.
The design for internal circulation shall be appropriately related to access points
and location of major traffic generators and shall provide for safe and efficient
movement of vehicles and pedestrians with special attention to reduction of crossing
conflicts, limiting numbers of internal and external access points and improvement
