For the purpose of proration, no license fee prescribed by this article shall be assessed
or collected whenever any vehicle previously registered is sold or transferred prior
to January sixteenth of a license year or which is registered during the period beginning
on the sixteenth day of December and ending on the thirty-first day of December in
the same license year. Every license issued under this article shall expire at the
end of the license year in which such license was issued.
In no event shall any owner of a motor vehicle subject to this article be entitled
