A late payment fee of one and one-half percent calculated on the delinquent fees and
charges, or three dollars whichever is greater, shall be assessed to the billing if
not paid and received by the due date. Electronic payment methods shall not constitute
payment unless funds are received by the county by the due date. (Ord. No. 2013-11-C,
