§ 14-9. Imposed, when effective.

Sewer rentals or charges are hereby imposed upon and shall be collected on a regularly scheduled basis from the owner or tenant of each improved property which shall be connected to the sewerage system for use of the sewerage system whether such use shall be direct or indirect, which sewer rentals or charges shall commence and shall be effective as of the date of application of each such improved property to the sewerage system.
