The Isle of Wight County Board of Supervisors finds that the improper spreading, placement, disposal or management of biosolids without appropriate regulation, notice and monitoring may result in adverse effects to the general health, safety and welfare of the citizens of Isle of Wight County and to agricultural lands, water supplies, wildlife, livestock, natural resources and the environment.
